itsme and Signicat join forces to modernise digital identity in the Netherlands

Major Dutch organisations still rely too often on outdated identification methods

Amsterdam/Rotterdam, 22 October 2026 – itsme and Signicat join forces in the Netherlands to modernise digital identification. Both parties aim to make it easier and safer for consumers to reuse their digital identity across an increasing number of organisations. To achieve this, Signicat will make the itsme app available to its customers in the Netherlands.

The Netherlands needs to catch up
Although the Netherlands is known for being digitally advanced, private organisations still often rely on different identification methods that cannot be reused across multiple services. As a result, consumers have to identify themselves again with each organisation. The Dutch market lacks a secure and user-friendly way for people to use their digital identity across multiple organisations.

Room for modernisation

Dutch organisations still use a mix of modern and older identification methods. This is shown by the Identity Maturity Index 2026, published by research agency NIQ, which measures the maturity of digital identification based on the methods organisations use, from onboarding and logging in to confirming transactions and signing documents. In the banking, telecommunications and energy sectors, Belgian organisations are ahead of their Dutch counterparts. In the insurance sector, both countries are at the same stage of maturity. Dutch banks already score relatively highly when it comes to logging in, but there is still room for improvement in opening accounts and verifying the identities of new customers.

This reflects what consumers want: 87% of people in the Netherlands want fewer separate accounts and login methods, while 90% feel safer using a single trusted way to identify themselves online. For many organisations, this requires a fundamental shift in how they approach identification.

Making the transition easier
The partnership between itsme and Signicat is designed to make this transition easier. itsme is a European-recognised digital identity app that meets the highest assurance level under eIDAS (eIDAS High) and is used by more than 8 million people. Signicat is a leading provider of digital identity solutions and a key identity partner for more than 300 organisations in the Dutch public sector and highly regulated industries. Its acquisitions of Connectis in 2020 and Innovalor in 2025 have also given the company extensive local expertise.

itsme and Signicat have been working together in Belgium for more than eight years, supporting a range of international clients. This partnership is now expanding into the Dutch market. Signicat has been a certified provider of iDIN in the Netherlands for many years. Organisations currently using iDIN can therefore transition to itsme through a trusted partner while building on their existing infrastructure. This will make itsme more widely available as a secure and reliable login method.

“The Netherlands has long relied on digital identification methods that have served it well. However, digital services are evolving extremely quickly, and new European regulations are raising the bar. Consumers now expect greater security and convenience. Businesses are looking for solutions that combine both in a straightforward way and are ready for future European developments. Working with a partner such as Signicat makes it easier for businesses to move to a modern digital identity solution. This will accelerate the development of a digital infrastructure that allows people in the Netherlands to identify themselves more easily and with greater confidence,” says Roderick Arts, Country Manager Netherlands at itsme.
“For many organisations, digital identification is an essential part of the customer journey. Our role is to give these organisations access to the best identification methods and make the transition as straightforward as possible. itsme has been available on our platform for some time, and we are pleased that it can now also play an important role in the Netherlands in providing users with a reliable digital identity that organisations can trust. This allows our customers to build on their existing infrastructure while taking the next step towards a reusable digital identity that can be used in many more situations,” says Allard Keuter, Head of Authentication & Wallets at Signicat.

itsme and Signicat expect the first customers to switch to itsme before the end of this year.

About itsme

Since 2017, the itsme app has been the simple and secure reference for mobile identification and privacy protection in the digital world. Today, itsme has more than 8 million users and is adopted across more than 20 different sectors. With itsme, users can: identification (create a new online account and share identity details), authentication (secure and personal access to a website or application), approval of transactions (confirm a purchase or bank payment), electronically sign documents with legal validity (qualified electronic signature with the highest level of assurance), and, finally, share data from an authentic source with a third party (data sharing). These various functionalities account for an average of 50 million itsme actions per month, or more than 1,5 million itsme actions per day.

itsme was recognized as a digital identity by the Belgian government in January 2018 and at the European level in December 2019 (LOA high eIDAS). The application is widely used in the financial sector as it complies with PSD2, FATF, and GDPR regulations and has obtained ISO27001 certification.

itsme was developed by the Belgian Mobile ID consortium, which brings together seven leading players from the Belgian banking and telecommunications sectors: Belfius, BNP Paribas Fortis, KBC/CBC, and ING on one side, and Orange Belgium, Proximus, and Telenet on the other. In mid-2021, for the first time since the identity app’s launch, a government fund became a shareholder, acquiring a 20% stake: the Federal Participation and Investment Company (FPIM). Additionally, six other shareholders contributed extra capital, with the aim of taking further steps towards a European digital identity.

Today, the app is available in 32 European countries: Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Moldova, the Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, the United Kingdom and Sweden.
